India : structural reforms, food sovereignty, and culture

En este artículo se analizan los cambios que sufrió el espacio agrario de la India en las últimas décadas. Se indaga acerca de la relación entre las transformaciones económico- productivas impuestas por el capitalismo, de escala global y la cultura tradicional, con el propósito de explicar la importancia de los diversos sistemas agrícolas autóctonos, como garantía, de la soberanía alimentaria del país. El análisis se desarrolla desde tres ejes que están fuertemente relacionados: *la influencia de instituciones internacionales, como el Fondo Monetario Internacional (FMI) y el Banco Mundial (BM) en la organización del espacio agrario de la India; *las transformaciones productivas, inducidas desde el mercado global, siguiendo la lógica del capitalismo, las cuales están orientadas hacia el mercado externo desde la apertura comercial de los '90; *las mutaciones en la dieta alimenticia que se están desarrollando como consecuencia de las transformaciones en la producción agraria. Para un país con mil millones de habitantes, que presenta una densidad media de 319 hab/km2 y donde el 66.7% de la población activa corresponde al sector agrario (AKAL, 2004, 264), el análisis de las transformaciones productivas y la soberanía alimentaria, resulta relevante en el contexto actual de la globalización. The changes affecting agrarian space in India in the last decades are analysed in this article. The relationship between economic-productive transformations imposed by global capitalism and traditional culture is examined with the purpose of explaining the importance of the diverse native agricultural systems as a guarantee of the country's food sovereignty. The analysis is developed from the standpoint of three strongly related axes: *the influence of international institutions, such as the International Monetary Fund (IMF) and the World Bank (WB), in the organisation of India's agrarian space; *productive transformations, induced by the world market following the logic of capitalism, such transformations being oriented towards the international market since the trade aperture of the 90's; *mutations in the alimentary diet being developed as a consequence of changes in agrarian production. For a country with a billion inhabitants, having average densities around 319 inhab./ km2 and where 66.7% of the working population belongs to the agricultural sector (AKAL, 2004, 264), the analysis of productive changes and food sovereignty becomes relevant in the present context of globalisation.
