El ama de casa : los mensajes de la política sanitaria en los primeros gobiernos peronistas

Abstract

La política sanitaria que el Estado emprendió durante los primeros gobiernos peronistas instituyó acciones novedosas a partir del establecimiento de nuevos objetivos, que sin duda nos remiten a las relaciones entre el Estado y la sociedad civil que caracterizó a la Argentina en los años 40. Uno de los objetivos centrales de la política sanitaria peronista, fue la organización de actividades tendientes a la prevención de enfermedades y difusión de los principios de higiene. Analizaremos especialmente los mensajes elaborados hacia las mujeres en tanto amas de casas responsables de la salud familiar, concepción que se adaptó a los nuevos deberes de las mujeres en tanto ciudadanas. La construcción y transmisión de este imaginario buscó amortiguar los cambios que trajo la incorporación de la mujer al mundo del trabajo y solucionar las tensiones que esta participación provocó en el ámbito familiar. La dimensión de madres y amas de casa, responsables 'naturales' de la salud familiar, fue revalorizada y normatizada a su vez para poder cumplir con las obligaciones que el Estado les imponía. La ciudadanía política, consolidó este proceso que se transformó en el sustento que la legitimó.

The sanitary policy that the State carried on in the early periods ofthe peronista goverments instituted new measures as a consequence of the establishment of new objectives which -undoubtedly- remind us of the relationship existing between the state and civil society which characterized Argentina in 1940's. One ofthe central objectives ofthe peronista sanitary policy was the organization of measures that focused on the prevention of diseases and the dissemination of knowledge on the principies hygiene. We focus on the messages elaborated for women in their condition ofhousewives responsible for fami1yhealth -a conception that was adapted to the new duties ofwomen as citizens-. The construction and transmissión of this imaginary tried to lessen the changes brought about by the entrance of women into the world of work and also tried to solve the tensions that this participation caused in the familiar context. The condition of mother and housewife -the person 'naturally' responsible for the health of the family was given new importance and was also transformed into a norm in orden for women to be able to fulfill the obligations the state imposed on them. Enfranchisement consolidated the concept of modern housewife which became its legitimate basis.
