Instituciones, políticas y sujetos : discursos y tensiones en el seno de la actividad láctea

Abstract

En el artículo se intentan poner en relieve distintos discursos sobre las políticas públicas lecheras implementadas y las percepciones que tienen los pequeños industriales receptores directa o indirectamente de las mismas. Además se plantea el papel que desempeñan las asociaciones gremiales representantes de los productores y algunos de los sentidos que los industriales han construido sobre ellas. En este contexto se ponen en manifiesto tensiones expresadas en los relatos de agentes con intereses y perspectivas diferenciadas. De este modo no sólo interesa analizar el papel del Estado en la actividad láctea a lo largo del tiempo, sino también qué piensan los sujetos sobre las políticas públicas. El trabajo se enmarca en un diseño de investigación cualitativo, entendido como 'procesos interactivos' que involucran 'virajes' hacia atrás y hacia delante entre los diferentes componentes del diseño (Maxwell, 1996). Para dar sentido al discurso de los sujetos se realizaron, entre septiembre de 2006 y febrero de 2007, entrevistas semiestructuradas a propietarios de las pequeñas plantas procesadoras de lácteos del Noreste de La Pampa y a un funcionario del Ministerio de la Producción de la provincia. Para complementar la información de campo se realizaron interpretaciones de datos estadísticos, bibliografía específica, folletos oficiales, entre otras fuentes.

This article aims at highlighting different discourses related to the dairy farming policies that have been implemented by the State and the perceptions held by small farmers involved directly or indirectly in them. It also deals with the role that the farmers' trade unions play and some of the meanings that farmers have construed regarding them. In such a context, the tensions that emerge from the narratives of subjects having different interests and perspectives are made evident. Thus, it is not only interesting to analyse the role of the State in the development of dairy farming activities along time, but also to consider what subjects think about State policies. This work is part of a qualitative research design, understood as 'interactive processes' that involve 'turning points', both backwards and forwards among the different components of the design (Maxwell, 1996). To support the subjects' discourse, from September 2006 until February 2007, semi-formal interviews to owners of small dairy products plants from the north-east of La Pampa and to an officer from the Ministry of Production of the same province were held. To complete the collection offield data we carried out the interpretation of statistic data, specific bibliography and official brochures, among other sources.
