El agua potable es un producto de una naturaleza sumamente compleja. En primer lugar, es un bien de primera necesidad, imprescindible para la vida humana, pero con una demanda altamente inelástica frente al precio o el ingreso. En segundo lugar, se trata de un bien escaso y, como tal, susceptible de valoración económica. La escasez es un concepto relativo, en el sentido de que existe un deseo de adquirir una cantidad de bienes y servicios mayor que la disponible. Este problema obliga a las personas a elegir la forma que adoptarán sus decisiones de consumo para satisfacer sus necesidades, virtualmente ilimitadas. En tercer lugar, su distribución puede transformarse en un vehículo productor de epidemias, intoxicaciones colectivas y distintos tipos de enfermedades, vinculando el agua potable a la acción indelegable del Estado tendiente a disminuir los riesgos y las enfermedades de la población. A partir de este razonamiento se realizó un estudio en la localidad de Intendente Alvear, Dpto. Chapaleufú, ubicada en el Noreste de la provincia de La Pampa Argentina con el objetivo de optimizar el uso del agua. Para ello se revisó y se analizó el estilo de gestión y modos de decisión de la Cooperativa de Electricidad, Obras y Servicios Públicos de Intendente Alvear Limitada y finalmente se formularon recomendaciones teniendo en cuenta demandas, disponibilidades de agua y factibilidad económica. Los resultados y conclusiones que se obtuvieron permitirán aportar datos al actual prestador del servicio de agua potable, con el fin de proteger y revalorizar el recurso agua realizando un aprovechamiento sustentable sin comprometer generaciones futuras. Drinking water is a product of a highly complex nature. First, is a necessary good, essential for human life, but with a highly inelastic demand to price or income. Second, it is a scarce commodity and as such, capable of economic assessment. Scarcity is a relative concept in the sense that there is a desire to acquire a quantity of goods and services greater than that available. This issue forces people to choose how they take their decisions in order to satisfy their needs virtually limitless. Third, the distribution can become vehicle producer epidemics, poisoning group and different types of diseases, linking drinking water to the state delegated action aimed at reducing the risks and diseases of the population. From this reasoning we performed a study in the town of Intendente Alvear, Chapaleufú Department, located in the northeast of the province of La Pampa Argentina in order to optimize water use. This was reviewed and analyzed the management style and ways of decision Electric Cooperative, Public Works and Services Limited Intendente Alvear and finally made recommendations taking into account demands, water availability and economic feasibility. The results and conclusions obtained will allow data to provide current service provider of water, to protect and add value by performing a water resources sustainable utilization without compromising future generations.
