The antivenereal struggle in the context of peronism : considerations from the perspective of gender
Resumen
En la Argentina de los '40, para el peronisno la salud de la población se convirtió en una cuestión de estado, a tal punto que la enorme capacidad desarrollada transformó la salud en un instrumento usado para legitimar su poder. La concepción médica vigente, ideología claramente eugenésica, hizo hincapié en lo social como nueva área en la que debla incidir el estado. Esta medicina social preventiva, tuvo como objetivo central 'mejorar la raza' y producir una población sana y fuerte para la nación. En este contexto las luchas contras las enfermedades venéreas se transformó en un tópico de debate y acción estatal en tanto fue concebida como una de las estrategias indispensables que asegurarían los objetivos estatales. Esta lucha antivenérea se desarrolló a través de la educación sanitaria, la acción médica concreta, el control sanitario y la legislación sobre la prostitución. Fueron los jóvenes, los 'delincuentes' y las mujeres las principales destinatarias de estas medidas. Este trabajo pretende abordar tantos los aspectos discursivos del Estado en lo referente a la acción antivenérea como así también la política implementada y develar en que aspectos interpeló a las mujeres en tanto ciudadanas con derechos pero fundamentalmente con deberes hacia el Estado y la Nación. In the Argentine Republic of the forties the Peronist doctrine transformed people's health into a matter of state policy. So much was this so that the enormous capacity developed to care for people's health transformed sanitation into one ofthe main instruments used to legitimize power. The prevailing medical conception a clearly eugenic ideology- stressed the social element as the new area over which the State should exercise its influence. This socio-preventive medicine had as its central objective to 'improve the race' and to produce a population for the country that would be healthy and strong. In this context, the struggle against venereal diseases became a topic of debate and State action because it was conceived as one of the indispensable strategies to ensure State objectives. This campaign against venereal diseases was developed through sanitary education, concrete medical action and legislation on prostitution. Youngsters, 'delinquents' and women became the main targets of these measures. This paper attempts to analyze both the discursive strategies ofthe State in what refers to actions taken against venereal diseases and the policies implemented. Furthennore, the text will attempt to reveal the aspects on which women were questioned as citizens who had their rights but, who, fundamentally, had duties towards the State and the nation.
